Xbox One slows to stutter while in any Activity finder queue

As of Morrowind release on the Xbox One NA upon entering any categories of the activity finder, it suddenly causes the game to drop FPS down to about 15 and stays there regardless of location, character or roles.

This is on a brand new Xbox one s using either wired or wireless connections

ISP is Google Fiber 1gig speed
Wifi speed is 120 Mbs down and 100 Mbs up
Wired is 350-600 Mbs down and 600-800 Mbs up

This is not during any Xbox live issues or NAT issues.
Also I wasn't in either voice chat or using Xbox party chat or any broadcast or picture in picture

Hi, I get the same problem. When I clear the cache it usually fixes it.

Happens a lot on my Xbox One but not my One S as I have a Ext HD.

@NewBlacksmurf had the same. Most noticable with BG queue however but I don't PUG dungeons much.

It IS always worth doing the cache trick. However this in particular is noticeable whatever you do.
