Does "Empower" only work on a few ultimates?

I was asking in my guild if "empower" will work on ultimates. One member stated that their Incapacitating Strike shows empowered damage on their tooltip... but it doesn't work for Soul Tether. I tried it on Dragon Leap as well... but it didn't appear to get empowered on the tooltip. Anyone know if it only works on certain ultimates... or is the tooltip broken?

✭✭✭Perhaps my UI is screwed up then? I've been checking my ultimate, popping inner light, and then checking my ultimate again. No change.Want to enjoy the game more? Try both PvP (crybabies) and PvE (carebears). You'll get a better perspective on everyone's opinion.

Some ultimates have damage over time component, which is not affected.0
