RX480 issues???

I have an MSI Gaming X RX480 4GB which comes factory OC'd at 1306 core and 1750 memory. More than a few times while doing pvp in Cyrodiil and doing dungeons, my gpu usage and core clock will drop SIGNIFICANTLY causing me to have SUPER amounts of lag. Like dropping from around 30fps in Cyrodiil to like 2fps causing me to get killed or, if I'm the healer, causing my group to get killed. This is the ONLY game where it happens. Battlefield 1 is fine. Black Ops 3 is fine. Planetside 2 is fine.....everything BUT ESO. Is anyone else having these issues with their RX480? Cause I've talked to a bunch of my friends that have Nvidia cards, ranging from the 970 to the 1080 and they NEVER have those types of issues. If you do have an RX480, have you run into these issues and have you found a fix??

    Oh the rest of my system is as follows:

    i7 4790k @ 4.6GHz
    16GB GSkill Ares Ram 1333MHZ
    ESO is on my SSD, Samsung 850 EVO 250GB
    Windows 10 Pro 64bit.

    I should clarify that my gpu usage will drop from around 40-60% down to like 0-5%. And the Core clock drops from 1306mhz down to 300mhz.

    Please check that your video card drivers are updated and that add-ons are not causing the fps decrease you are experiencing.

    Ensure that your graphics card is updated

    Please follow the manufacturer's installation instructions and try to run the game again as an administrator.

    • Click the Find your driver button.

    We have slightly similar PCs, only I have an older CPU (3770K).
    I don't have a problem with my 480x, BUT I get lower framerates fairly often. It's not the card though. It's the game engine being lousily optimized, in my opinion. When you look at the game, it hardly looks like something a mediocre card should have problems with, and 480x is higher end or so.


    edit: I somehow missed the lower clocks part (sorry it's morning here :P). My clocks stay high, but I run Windows 7. That shouldn't matter though.
    I'd check for other stuff running in the background that might affect the GPU.
    Also, do you play in fullscreen? That gives sort of an exclusive mode to the GPU and should probably be used.

    I have tried removing all addons to no avail. I still get the drops. And I always keep my drivers up-to-date.

    Did you end up solving this issue? It may just be me but the frequency on that Ram seems awful low, could it be potentially causing a bottleneck?

    What mainboard are you currently running?

    The RAM wouldn't cause the GPU to drop it's core frequency. The MOBO I have is an ASRock Fatal1ty Z97X Killer Gaming.
