I prefer hard numbers that follow a formula that anyone can follow to calculate percent differences. Some passive trees make this difficult and will until they receive adjustment. I think that if, for example, Elemental Expert granted spell damage for damage types the way many sets do, we'd be in a better situation to not only lessen power creep, but to more easily recognize it as well.
The generally amicable yet sporadically salty magplar that may or may not have 1vXed you in Sotha Sil. Who knows?

You do realize that currently in the CP system, only whole percentage numbers matter and the decimal place essentially holds no value right?

For example: "Skill X is raised 4.54%" is not a single bit more powerful than that same trait saying "Skill X is raised 4%". There is no actual increase in power until "Skill X raised 5%."

The decimal system is already misleading to players. Perhaps someone else who can explain this better can back me up?

With that said, hard numbers, if true, is easier to balance and plan out than percentages as each point adds value. There are no empty gap investments.
