Should Flurry and Steel Tornado Proc the Twin Blade and Blunt Axe Bleed?

Currently, Flurry+Morphs and Steel Tornado will not Proc the Axe Bleed.
Twin Slashes will Proc it, Whirlwind and Whirling Blades will Proc it.

So, should Steel Tornado and Flurry Proc it? Or Should Twin Slashes, Whirlwind, and Whirling Blades not Proc it?

✭YesFlurry is bugged in a lot of ways. Its not considered melee for most proc effects.0
