Elemental Status Effects and Procs

I was searching about elemental status proc chance and i found it (patch 2.1):

Standardized the chance an ability has to apply a secondary effect, such as burning, chilled, or concussed. These chances are:
Weapon enchants 20%
Standard ability 10%
Area of effect abilities 5%
Damage over time abilities 3%
Area of effect damage over time abilities 1%

But i have a doubt, i didnt see anything about staves heavy and light attacks and when i tried them no procs happened. I think staves light and heavy attk dont proc elemental status, can anyone confirm ir for me? And explain me better? Pls

I've tested this on a practice skeleton for about 5-10 minutes straight and not a single status effect procced. I'd like to hear the reason behind light/heavy attacks unable to trigger status effects.

Light attack should proc status effects but heavy attacks are bugged. This should be fixed on the PTS so status effects will proc more reliably after the next patch.

    Septimus Rulanir - Orsimer Templar
    Septimus Desmoru - Khajiit Necromancer

Yeah i've done the same thing and ... no procs. I wanna know why, heavy and light attks are the base attks of the staves, but they cant proc status effects... no sense

You're talking about just a light or heavy attack without an enchant, right? Maybe that's intended since there isn't a status effect for swords/bows?

Adding a status effect for every weapon's light/heavy attacks would be a good way to encourage newbies to learn about weaving

True. What would it be though? Like a bleed?

I could see physical damage having chance to proc small bleed dot. But then you would need to find something for magic damage too and I think the whole design of elemental (plus disease and poison) damage is to be above the basic (physical, magic) by having secondary effect
