They did somewhat balance out Redguard droprates though, I'm getting a LOT of Redguard from those and significantly less "Wood Elf Trough, Slop" so it's not a full waste even with higher prices. But yeah, no Hlaalu recipes from Hlaalu merchant
I bought about hundred documents after Morrowind came out and all were old plans. I don't understand what's behind this. ZOS is deliberately pushing out crafters from the game.

I've stopped buying blueprints a few weeks after Morrowind. They really need to add these new (unobtainable) blueprints to his stock and and also implement a function to prevent/decrease the chance of getting blueprints you already know, otherwise using the vendor will punish you when you know more blueprints. The current design simply does not scale.
