How do I do this? I have Windows 8.1 with Windows/Bullguard firewall. When I check my Outgoing list I do not see Zenimax or anything related to ESO.

✭✭✭✭✭You'll have to check with the documentation for Bullguard on how to add applications to it. Usually a software based firewall will have a spot to add exclusions. Typically this will be the application itself in my experience.
Generally opening ports happens on the router, in its settings.
