I feel like the main thing that ESO is missing is basically beautiful and unique climates. I mean think about it, the climate, weather and fog is the exact same in every single zone. I'm presented with the same sun and clouds in Hammerfell as I am in Skyrim... Now last time I checked Hammerfell should be sunny and bright, while Skyrim should be stormy and dark.
Having the same weather in every single zone just kills the realism and the general Elder Scrolls feel. I remember Elder Scrolls V for its dark, gloomy and diverse weather, not generic clouds and plain blue skies.
An atmosphere is what makes a good open world ZOS, your just killing the Elder Scrolls vibe with your generic weather.
*Edit - Im suggesting things such as different coloured fogs, different types of fogs, different cloud shapes and shades that are unique to the province (don't get environments confused with atmospheres)
