Did I read/hear somewhere it's related to enemy proximity? I know (sometimes, usually, always?) when I load into Belkarth I get combat music.

Would it be from the enemies in the delve pretty much directly below Belkarth?

I thought it was areas designated as, "safe zones," but proximity would make more sense.

I could have sworn your spoiler was a discrete zone, though, so that shouldn't be a factor.
