You make a great point that the skills being used are probably the most important thing. But it is easy for everyone to simply swap out various skills and try them all out and see what works for them. Whereas with gear, unless you're rich and/or don't mind endless grinding, it is difficult to try out every combination. So I think people want to see what gear sets are popping up the most as being useful to they can make it a point to go out and buy/grind and upgrade those sets to experiment with. Talking about gear helps people narrow down which sets they need to test to find a comfortable setup for them.

I hear ya... can I tell you how disappointed I was with SELENE? Rarely procs and misses more than it hits (PVE).

They should change everything to BOE rathet than BOP and we could try more sets, etc.

I pretty much only BG or small scale. Wizard riposte, transmutation (all gold after next weekends ring vendor! and 2 skoria. I also will swap troll king on if I'm worried about my teammates running flags. It is arguably my favorite magblade setup ever right behind lich Juliaos willpower way way way back when bats were a thing.

Trans is on resto bar, Riposte on front destro bar. The Trans proc applies for 20 seconds, regardless of what bar you're on during those 20 seconds. Given the frequency with which I bar swap and the fact that Funnel is my main spammable, the Trans proc is up virtually 100%.

Got a few different for pvp, open World, group, bombing, destro bombing, purge Support bot

My open world: kena, necro, lich, die master destro
Bomb: Alchemist, Vicious, willpower
Destro bomb: spinner, Vicioud
Group: elfborn back bar, Vicious Front, grothdar
Purge: Meritorious Service+ lich + rkundz Monster helmet

I would say it is close but most bombers I see run destro/dw. The resto ultimate is a major key to survival.

In Cyro I could definitely strap on something more beneficial than VD for the 1v1 fights but I love the proc when fighting groups.

I would actually replace VD with Rattlecage for duels only.

In the end I'd have to say that skill and being comfortable with the class mechanics has a lot to do with it.

For PvE:

5 x Scathing Mage + 3 x Aether + 2x Valkyn (can be replaced by Grothdarr or Ilambris, depends on the used spam skill and if fighting from range or in melee) + generic staff (because I need my very few Aether and Moondancer staffs on other chars, sadly never got a good vMA Staff). As a spammable I use either Funnel Health or Force Pulse, depends on support. The uptime of SM will be lower with Funnel, but it should be still enough to beat Julianos (difference is not that big btw, we are talking about less than 5 % dps)

If ZOS won't nerf the current state of Torug's Pact on PTS it will be:

The nonplusultra (bis) might be 5 x Torug + 5 x Moondancer as a second set + 1 piece Molag Kena. Minor Slayer + the pretty cool 5-set-bonus of Moondancer should be awesome.

If Torug stays the way it is now, noone will ever need a vMA staff anymore.

5 Piece scathing mage/2piece Grothdarr/4piece martial knowledge (jewelry/staves) - 6 light 1 heavy all divines, spell power on the jewelry, sharpened staves.

Magicka NB is the pure joy. I love it.

Head and shoulders Undaunted set.

Front bar set: 4 body and front staff.

Back bar set: 1 body, 3 jewelry, back staff.

Of course, each set will only have its five-piece bonus on one bar. The trick to making this work is to find a back bar set whose bonus persists even when you swap back to front bar. It just so happens that some very good sets satisfy this condition, Wizard's Riposte and Transmutation in particular.
