Hi,
i saw some people today who had this Cloak Costume, some were low level (around 30?) and some high. So i guess it must be a costume. I didnt have the chance to ask but where do i get those? I cant find it on en.uesp.net/wiki/Online:Costumes.

that site won't help as Zenimax change goodies in the crown store every now & then, that & some costumes are earnable by completing quests.If you see me anywhere. Know that I am sitting back with a bag of popcorn, watching as ESO burns the goodwill of its player base with practices that only disrespects the players time like it did to me and many others...
If a game does not respect your time, best thing to do is move on from it and find something else.0 -

But be careful with what you wish for, this costume's cape looks really bad when your character is moving. Unfortunately ESO doesnt have clothing physics.

It is probably this ^^^ and no longer available via the crown store via crowns. It can be purchased via crown gems which can be obtained only from Crown Crates and may be a rare drop in the current crown crates but can be purchased. Next season, in a little over a month, it may not be there.0
