Hi I need an error and fix explained in laymen's terms

Error Code 200 (7:4:178:597)
Since last night-all the help answers are in tech jargon that sounds like a different language please explain whats wrong and the ways to fix it

    Wait a few minutes, then try to log in again. This happens when the servers crash.

    If you keep getting it, try restarting your computer (some people say that fixes it for them).

    You're in a car and trying to drive from LA (your computer) to San Francisco (the server). You pull up your google maps and it says that there is NO available route (error 200). You think "WTF of course there's a route!" (Common sense)

    What you don't know is that
    1. There could be a tree fallen down blocking the ONLY exit from your neighborhood (router is down)
    2. Floods have flooded one of the only two access roads that you can use to drive up to the gates and entrance of your destination and your GPS (ISP) doesn't know about the other gate / entrance on the back. (ISP / nodes are messed up)(many people have this problem if they're routed along the "flooded" node - that's why sometimes half a raid will disconnect but the other half stays fine)
    3. (Most likely) your GPS is programmed only to search for the fastest way, but that fastest way is actually blocked by a fallen boulder. Because your GPS is PREprogrammed, it won't try to search for a second fastest way. (To make it search for a second fastest way, flush your DNS. Google it)
    4. The destination you want to go to has burned down in a terrible hamster fire (server crashed).

    But which of these possibilities is the cause? All your map program knows is that you can't reach your final destination, but it's a *** program so it isn't telling you WHY you can't reach your destination. That's why magical elves invented something called a trace route.

    What a tracert (trace route) does is measure the amount of time it takes between each step of the journey. Instead of saying it would take 8 hours to get to SF from LA, it will say that you'll take 10 min to get out of your neighborhood, 20min to get to Ventura (1 town north of LA) another 2 hours to get to Santa Barbara, etc... 20 minutes to get to San Francisco border, then 15 minutes to get to the building you want to visit.

    This is really useful because if it comes back saying "it'll take 20 hours just to leave the neighborhood" you'll know that the problem is local. Similarly, if it says "it'll take 7 hours to reach the gate of the building you want to go to, then infinity hours to reach your destination" then it means we need to start writing obituaries for the three hamsters that power the ESO servers because that building has gone up in flames!

    So do this: Goto your start bar. Type in CMD and hit enter.
    Command prompt will load.
    Type in:
    tracert 198.20.198.110

    Copy and paste the results in this message board. We will interpret for you.

    Holy Snap, where do you live? Thats only six hops before you hit Akamai! Are you in Texas using a FiOs?

    Edit: but to translate... your "car" is, in fact, reaching the gate of its destination. What's strange (for everyone) is that there's now a new "moat" with a "bridge" over it that serves a currently unknown purpose and seems to have been subcontracted out to another company (Akamai).

    I don't know what Akamai is doing or why ZOS got them involved, but ever sense Thursday night (around when Akamai was "hired") many people have been having issues outside of the ordinary.

    I think that Akamai was brought on to monitor the traffic and try to consult ZOS on what's going on (like Chris christie's infamous toll bridge "traffic research") but ZOS has been quiet about it for now.
