When a word starts with a vowel or a vowel sound, like in the case of a word like honorable, you should use "an" instead of "a". The exception, of course, being "one" such as "a one time deal".

"One" is not actually an exception to that rule, since the word "one" is pronounced as "won", and W is not a vowel.
