New event hat acting funny on Xbox

Today's patch let me finish the Battleground achievement and unlock my new fancy helmet.
Normally I wear emporer costume and wizard hat with dwemer glasses.
When I put on the new item, it takes off my wizard hat and my glasses and shows the Emperor costume helmet. When I go into game options and hide helmet, I can see the new item no problem.
The new item shows up on the dye station even though it is undyeable leading me to believe that it is supposed to be a hat. Am I wrong or is the game just treating this weirdly?

✭It's a hat by collections standards, but as far as object behavior, it's an accessory.
I have the Shrouded Armor on my main and Naryu's Morag Tong Goggles, and it takes off the goggles but keeps the hat/hood on.1
