✭✭✭✭✭Crown Store is one place to get them from. But not all motifs are available as complete books there. And, those are bound, so you can't buy them from another player.
In game, most motifs that drop as chapters have a rare chance to drop as a complete book. It will be gold when that happens. What do I mean by rare? You have similar odds to win a lottery.Edited by Nestor on July 26, 2017 5:05PMEnjoy the game, life is what you really want to be worried about.

seedubsrun✭✭✭✭Most of the time they're random lucky drops that you'd get the same way you get motif chapters, backpacks, urns, etc. Some you can buy like ebony. I think some can come as quest rewards like those containers you can receive from Skyreach and such. I've played since the beginning and never once found one so they're very rare0 -

Played since April 2014, have well over 5,000 hours on my main and have found one (1) Legendary Motif book in game. Imperial, like 4 days after I bought it to finish a Master Writ. Go figure...

✭✭✭✭✭You can obtain the pages (or full motif book) for these three (3) in-game without relying on a drop:
1. Akaviri - Purchased with AP at the Cyrodiil War Researcher Vendors.
2. Militant Ordinator - Purchased with AP at NPC vendor Colotarion at the Battlegrounds camp in Vivec City.
3. Ebony - Purchased with writ vouchers at NPC vendor Roris Hlaalu at the master writ turn-in in the Alliance capital cities.
