I don't want to spoil anything quest related but one NPC said they studied spell crafting and then there is a quest where you have to copy/trace something just like zennimax showed in a video of copying tracing rune stones for learning spells, couple other things that I don't remember exactly but there was a few references to it. Which Ive never herd or seen of anywhere else in the game. Like someone mentioned above there was some more data minded things a few months ago. Maybe a long shot but it was enough to make me notice.

Simply, yes its a good idea. The core design was done over a year ago and its neither very limited nor very op.

I have suggested before that I think it is likely that Spell Crafting will be added with an expansion for added value, if and when it is added and of course this did not take into account Zos changing their business model again.

Fingers crossed they don't butcher balance with it though. It's a potentially very risky element to add to the game.
There will be no new class coming in next years chapter, like it or not both Warden and Vvardenfell were big selling points with the Morrowind chapter. So an inspired guess tells me that the next chapters selling points will be <insert region here> and spell crafting.

Locking spell crafting behind a pay-wall would be the exact definition of pay-to-win.
It would make sense to couple spell crafting with a Summertset Isles DLC/chapter though.
