Those that don't want flying mounts in ESO have no worries. Zos isn't going to add them for several reasons.

1. They said they don't want them, that did more than hover. If that's not enough.
2. Zos would have to design an entire second mount system which they probably don't want to spend the time and $.
3. It would probably be broken anyhow
4. Would be another thing Zos would have to turn off in Cyrodiil.

Few players would actually want them because they would cost at least twice as much as the most expensive crown mount we've seen. That's just to start with.
