No. You link your steam account with your ESO account and then both can be used to log into your characters.
BUT, any DLC or subscription plans purchased through Steam won't be available if you log in without Steam. Found this out the hard way x) Now I'm stuck using Steam >_>
I'm not sure what you mean by that. I linked my ESO account to Steam for convenience but I still do everything important through ESO (just make sure Steam is shut down before connecting to the ESO site). It does when linking your account to Steam that doing so will mean that all account management will be done through the platform. I would never advise anyone to link a non-Steam ESO account to Steam for that reason.
