What skills are scaled off what stats?

Is there any guides that explains the above? I regularly see players talk about this skills scales off weapon damage or max stamina etc. How does one learn this?

The following is GENERALLY true:

If an ability uses magicka, it scales off of max magicka and spell damage (along with spell penetration and crit)
If an ability uses stamina, it scales off of max stamina and weapon damage (along with weapon penetration and crit)
Ultimate abilities scale off of EITHER max magicka OR stamina along with the corresponding weapon/spell damage, whichever is higher.

If an ability lists something else that it scales off of in the tooltip, then it does! (Examples: blazing shield, green dragon's blood).

As short and sweet as it gets. Make sure to exapand Skill Coefficients to see which stat is directly affected.
