Because everyone is too busy trying to bash in the head of an Orc who looked at them funny to care about people playing hide and seek in a game not suitable for their age group.
Jokes aside... why hide and seek in ESO? Surely there's more meaningful things to do than to hide from someone.
Isn't hide and seek already in PVP - invisible NB's hiding and waiting for innocent victims enemies to pass by so they can 'seek'annihilateslaughter kill them.

I've been a part of a few hide and seek's taken place inside people's houses. Specifically Earthtear Cavern, mine and some others. It was streamed, proved to be a lot of fun.

A guildie used to do hide and seeks. He'd tell us which city he was in and would always find these insane hiding spots. Whoever find him won a bunch of gold. He might still do these; I just get off work so late.
It has to some degree been fun to do this. A few guilds do them on a regular basis, but it's a small group, and servers don't crash in the middle of the party.
Dude on ps4 does this he makes fun house mazes and we either have to find him or fond an item he's hidden in the house last one was friggan insane hundings palace with about 40 miles of maze added to it weird dead ends and secret passages short cuts dead ends he gives away purple and sometimes gold blue prints to winner ive won like 3 times another was find the carrot hidden in the player made pirate ship that was hell on wheels
