Not the double tiered ones that will be available for purchase, but the simple one.

There's 7 achievements to tick off I believe to get the title/circlet.
1 tied to a battleground win
1 tied to an IC district capture
1 tied to getting the killing blow on 50 people in cyro
1 tied to receiving a blessing at your alliance gate
1 tied to reading the scroll to kick off the event
1 tied to acquiring 25 boon boxes (via rewards of the worthy)

It actually does say that, you missed the 2nd half of that section on the article:
