i see many issue, but i pick 2 biggest most offending outdated tech codes.
1st, auction, there is no fast search for auction vendors, i see huge list and pages of pages that waste time for players, why dont we just type Red Mountian to save time to see specific list we want to see.

Awesome Guild Store addon fixes that. If you're a console player, I'm sorry.
With that addon I can search for a medium armor helm, blue quality or better, between CP120-160, with divines trait, dark-elf style.
If I also have Master Merchant, I can further limit it to not show overpriced items.

It's nice that PC has an addon to do this but it really should be part of the base game considering at least 2/3 of the people that play it are on console. If they're worried about putting in a bunch of work on a QoL improvement that they can't make money from then they should make a NPC shopping assistant you can summon like the banker or merchant that acts as a universal search engine. Then they could sell it in the crown store and once you have it and you want to buy something you bring up a dialogue box with your shopping assistant, type in what you're looking for and it could tell you the price and location of every guild store selling that item. This way console players are saved the time and trouble of teleporting all over Tamriel trying to find the best price on an item without blowing up the current system in place and ZOS gets to rake in a bunch of money from people buying a truly helpful assistant who's services aren't available anywhere else in game.

I do agree the UI needs an overhaul, but I have no issues porting looking for stuff. Since Awesome Guild Store (AGS) saves your searches, you can just go from one store to the other fairly quickly. Most of the better guild stores are near wayshrines, so it doesn't cost anything to port to 4-5 places looking for an item. In fact, it only took me about 15 mins to search for 3 pieces of cp 160 red mountain pieces for my warden (all blue or better and divines trait).

You know... I can deal with the stupid non existent search function, or the unable to mount in water.. What I really... REALLY want them to fix... Is the 50 god damn load screens just to load into the game. Do we really need to click on the icon to start the game, wait in a load screen, press a (or w/e you use) to start the game, load screen, press a to play, load screen, select character, load screen..
Can.... we just click A on the icon and go the character select? I clearly pressed A to play the damn game you know haha...

I doubt many people regularly switch between the two, it should default to the character screen of the last server you played on with an option you pull up in the character select screen to switch if you want to.
As for a guild store search function, yes its needed. However this is again not a limit of technology. They can do it, they just haven't gotten around to it because there have been more important issues to address.

You have awesome guild stores mod on PC it makes life much easier, let you search for anything including text filters, downside is that its only client side so it only blank out the not fitting one, adding the awesome guilstore addon server side for all would be easy. Secondly, as for mounts not being able to swim...well, it seems no creatures in this game can swim in deeper water at all.
Run away from NPC mobs for a second and watch them not be able to follow you into deep water. Whether this is a technical limitation or just another "we thought about doing this, but, eh, its too much work and we need to minimise stuff like this to reduce traffic between client and server" kinda thing, I do not know. I suspect my stated reason is the actual reason why.
There is a decent number of examples of where devs cut what could have been amazing details out of gameplay for coding shortcuts and to meet deadlines, and just never got round to actually adding them in.
I think there was some poor coding decisions made as to just how much detail they would go to in game, where they decided it would be too much work/take too long and miss deadlines.
