Is this scroll, even in inventory, going to be considered a "collectable"? If so, it seems a bit ridiculous to make the AP bonus something you have to leave PvP to reactivate every two hours. The queues and such, especially in primetime, make this a frustrating "feature" is this is the case.
Can anyone confirm if these will be usable in Cyrodiil?

Crow Caller was the quest-starter item you retrieved from the crown store.
The Witchmother’s Whistle, the item that gave the festival buffs, went into your collections tab.
For Mayhem, you retrieve Details on the Midyear Mayhem quest-starter from the crown store.
Then you receive a BIP scroll for completing the quest instead of a collectible.
