What is ZOS doing about gold site spammers

I play on the Xbox one NA servers and every other day or so my chat is filled for long periods of time with spam for an eso gold selling site. It is always followed by 10 or more characters so it fills my screen every time. I know op are just as irritated as me about it and send reports. Normally I report, mute and block and that takes them out if the chat. The problem is that recently, even after I report them to zos and xbox then follow up with mute and block, they are still spamming the chat! I don't know how they managed to bypass me blocking/muting them but is something being done about these people? Like working with Microsoft to get the console banned or maybe just giving us a blacklist in game so we can just block them permanently from our eso chat? Any feedback on this would be appreciated.

This is what I'd suggest they do with those spammers.
Materials needed:
1 dagger
1 heart, preferably human
1 skull, also preferably human
Bones
Flesh
Candles
Nightshade plant
Step 1:
Assemble heart, skull, flesh and bones into an effigy of the gold site spammer.
Step 2:
Surround the effigy with candles.
Step 3:
Light the candles.
Step 4:
Take the dagger and rub it with the petals of the nightshade plant.
Step 5:
Begin stabbing the effigy while repeating the following phrase:
"Sweet Mother, sweet Mother, send your child unto me,
for the sins of the unworthy must be baptized in blood and fear."2 -

I don't doubt you one bit, I just haven't personally seen that on PS4. Seen dozens of those worthless sons-of-witches in other MMOs, though. They are one of the most obnoxious pseudo-humanlike entities one might ever encounter, online or otherwise. And considering the various types of obnoxious pseudo-humanlike entities one typically encounters on the internet, that's really saying something. At least trolls are somewhat entertaining.0 -

Blocking a user simply blocks voice chat; it has no affect on zone or guild chat. There is zero way to do this on console to my knowledge. Really poor design if you ask me.0 -
