I will use as EXAMPLES the following skill lines to make a suggestion:
DragonKnight, medium, heavy, 2h, DW, Bow

What if Mundus Stones improved the tooltips of skills in an attempt to broaden builds variety and do away with some BiS?
The Lord could improve let's say Igneous Shield, Immovable and other such skills
The Warrior could improve Flying dagger, Critical Rush
The Steed could improve Flurry and Brawler

What if Traits improved skills tooltips?
Infused could improve Poison Injection.
Sharpened could improve Twin Slashes
Precise could improve Execution
Powered could Improve Talons

Reinforced could Improve Igneous Shield
Well Fitted could improve SteelNado
Divines could improve Immovable

What if types of weapons improved certain skills in addition to passive skills?
BattleAxes could improve Brawler
Greatswords could improve Critical Rush
Mauls could Improve Execution

Daggers could improve flying dagger
Swords could improve Steelnado
Axes could improve Twin Slashes
Maces would improve Deadly Cloak

These are examples, not suggestions as to what should be improved by the proposition.

I believe that this would bring out new playstyles. The way things are no matter what DLCs and Chapters come to ESO, people will always switch to BiS and metas after the number crunchers are done with their tests, and some many features of the game remain ignored.

If the devs can do it, why not?

    The why not is the mundus have served a specific purpose, though some have changed, since the game was developed. It is also based on lore of TES and the previous games.

    Further, the current design is much simpler than the one proposed. The suggestion above would make balance even more challenging and make builds more complicated for players.

    Beyond that, it would merely buff certain skills as is described. There is no reason to think it would change or create new playstyles and none is demonstrated in the OP either.

    My vote is to keep the current Mundus system. It works well for PvP and PvE and there are mundus for each role.

    It will be the same thing as now, ppl doing the numbers game for every class aaaaand you have a new meta.
    You will never be able to suppress the creation of a metal no matter how complex you make it, either you make it completely useless or someone does the numbers game and promotes the new meta
