I play all my magicka chars as tanks. I usually have around 28k+ physical and spell resists selfbuffed and in 4-man-groups for vet instances you are totally fine with that.
With those resists there should be no issue at all with inc damage as a tank who is blocking.
The much difficulter thing for tanks is aggro control by taunts and handling initial aggro, positioning of mobs and bosses and giving support and to have the ressources (magicka, stamina, ultimate) available to do that.
As a DK tank I storm into a 8+ mob group by using Eruption while closing in, then using Talons and I am able to taunt almost every mob and to pull 3+ additional mobs with chains and claw them again. In addition I use a DK shield for my DDs who are wading through the trashmobs and spamming AoEs.
If you don't have the ressources to do that something is wrong with your build or playstyle. Some heavy attacks in between are necessary now and healers who never use shards or bubbles should result in an automatic kick when attempting to queue up. If you want to quench out the max then all in sturdy for armor is the meta at best enchanted with prismatic defence glyphs.
When you fight bosses with hard hitting special attacks then even as a tank you should avoid major inc damage either by moving or interrupting (without moving the boss) or by shielding.
As an example:
-Endboss in EH 1 -> you can avoid the black field on the floor and you can avoid the boss AoE by just moving out and in again. The boss fires ranged skills, he won't move unless you move too far away. If you are too slow sometimes, at least use a shield.
-Endboss Tempest Islands: Shield yourself as a tank to lower the inc dps from random scripted attacks and her AoE.
When it comes to 4-man-stuff I prefer magicka tanks to stamina build tanks, because they have a much larger magicka ressource pool for utility and group support and with average group dps, trash should be dead far before your stamina pool is depleted (and even then a heavy attack here and there - with up to 75 CPs in Tenacity - does wonders).
