Where could I find the Frostbite Staff?

There was a patch note (https://forums.elderscrollsonline.com/en/discussion/288585/pts-patch-notes-v2-6-0/p1) in which this was announced: 'As part of the adjustments to the way items drop in One Tamriel, the Frostbite Staff will no longer drop from Imperial City Prison.'
I can't really see the point, since after OT setpieces are natural drops in dungeons, even if they were unique.
What is it then with Warden's Courage, an unique sword of Lord Warden's Dusk himself, is that also impossible to obtain?

✭✭The sword still exists and comes from iirc a drop from warden only and the shield comes from the chest only, could be mistaken but I recall getting these horrendous drops.
The staff still exists but it's named anymore, it just bloated out the loot tables too much, for instance you'd loot an infused Leeching staff and then again another ice staff from the set without the name. But if they have indeed removed the named unique staff then it'll be a regular weapon drop, which again only comes from warden.
If you just want the weapon drops just chuck a few hundred K into buying key fragments and gamble on the chests, it'll be quicker, ICP is a pig of a farm and takes too long.PC Master Race

Warden sword is part of the heavy armor set that drops in there, final boss weapons are an enormous loot table. Gl getting the right drop anywhere.PC Master Race

SirCritical✭✭✭✭✭The staff is part of the Leeching set, according to various databases. So it should still be dropped from one of the dungeon bosses. OK, it was the drop of Overfiend. But where can I loot it now? What does it mean in the patch notes that it was removed from the dungeon, while the other pieces can be still found there (in theory, including the sword also).
So, which bosses (if any) should I farm for the staff and the sword?
