Gear sets, Traits, Stats
tl;dr
When mmorpgs were mostly open world PvP there were no PvE population vs PvP population and fights about balances.
I few years ago I was playing a game in which you had to farm/craft PvE gear which was giving stats like +dmg/def against mobs/bosses and gears that were giving stats like +dmg/def against PLAYERS. It was impossible to fight PvE without a PvE set. It was impossible to kill another player with PvE set.
Needless to say this made players spend more time in game trying to build their toons in order to be competitive in PvP and PvE. Needless to say there were no arguments between PvErs and PvPrs about nerfs and what not.
In addition I'd like to tell you about how guilds would setup parties with PvE gear to take down Raid Bosses while also the rest of the Guild would have their PvP gear equipped to protect the raiding party from enemy guilds. Mad wars. Most fun ever in mmorpgs. Well since this concept doesn't apply to ESO (Cyro/Overland/dungeons) you don't have to comment on it.
Traits-> Impen PvP Divine PvE (ima not get into details to cover incoming "I play 2 infused on large, rest impen" "I'm a sorc I play div in Cyro" "I'm a med well-fitted" WE GET IT
ZOS. As long as there is Min/maxing most traits will be useless, some will be for PvE some for PvP. Change things. Add exlusive PvE traits. Increase variety and welcome more builds by making the rest of the traits MORE COMPETITIVE. These changes for the next DLC are welcome but more can be done. More BiS traits (PvE only, since class role matters there (healing/tanking/dpsing, "melee dpsing? Ranged dpsing? stamina dpsing? Everyone will feel welcome with the new traits.) more farming, more activity in your game
ZOS. Change things. Overhaul your gear sets. It will save you countless attempts at balancing the game because of Topics arguing in favour of PvE or PvP. You won't have to juggle all the time, breaking the game. You will infact improve the game in the following aspects
TL'DR
1)Balance. Nouf said. Not more nerf complaints or OP complaints.
2)Carrot: People will spend time on your game trying to get optimum PvE gear for their toons and optimum PvP gear for their toons. You can create content and DLCs based on that that and people will HAVE TO BUY. I could skip every DLCs except IC because I don't care about most gear sets. I am not the only one.
Just think about how much energy players have put into vMA to get Sharp items (I lolled when I saw the change. One guy some time ago posted "I finally got sharp" and I was like.. ye they gona change it next month. Was joking!! enter Horns In the Butt. Poor guy)
Think of how much energy players will put into ESO to get the proper Traits/gear for their new PvP and new PvE gears.
(please do add an open world PvP/Open world Raid Bosses DLC and watch how guilds will rise, and how ESO will go to new hights)
(Add one PvE channel for the PvErs. Gl farming with all the ks)

There won't be a need to natch potes because of players arguing about PvP vs PvE.
People will have to spent time to get their new gear sets
People will have to spend time to farm PvE items with the desired new Trait.
You can paywall even more!!!
Then you can spend more time in reflecting "what's ugly in ESO and we need to remove it??"
Then you can spend more time in fixing systems.
Then you can spend more time in developing new content.
Then you can spend more time in making more events.
