Racial passives don't unlock until level 5???

So my friend started a new character, and was wondering why his Argonian racial passives were not available. But then he found out they only unlock at level 5. Why is that, why aren't they available from as soon as you exit the Wailing Prison? It's not like everyone is some formless amoeba, and you're only officially racially designated when you get to level 5. You are of that race as soon as you're born.

That's not, quite, true. The basic, "free" racial passive is also "turned off" until you hit level 5 and unlock the skill line.

Yup, but you don't have to put a point in it, do you?

No, it's just weird that Argonians don't learn how to swim until they turn 5.

Exactly. The real change is we do not see the passives until we hit lvl 5. It has always been the passives unlocked as we gained levels, like everything else in this game. That is still the case.

Can't wait the 20 Minutes or so it takes to get to level 5? Also I can never remember thinking about passive at that point anyway. First priority was always filling 5 ability slots for me.

I think Argonians still swim fast from the start, but it has been nearly 2 months since I rolled an argonian so memory could be tainted. It is part of the passive that was always with us from creation of the character.

I kind of like this. Before, when you create a new toon, all skills and passives were immediately available, but just need to be unlocked. Now, you have to find or acquire a skill before it pops up on your character screen. After finally getting my free character slot back (again, thank you Zen/ZOS/dev or whoever that power may be for finally emplacing that back), I recently created a new toon and was dumbfounded for a few on the emptiness on my character skill screen. I thought, oh man, another freaking bug.. sheesh, but then as continued playtime rolls on, I started getting skills/passives popping up. That's when I realize the change that you have to find and acquire those. Yes, I was also dumbfounded (initially) about the missing racial passive, until it popped up when I reached level 5.

Ehh, not a bad change. Would be nice if I knew about these changes beforehand, though. I don't know.. was there a piece about this on ZOS's posting or something somewhere?

I don't much care for this mechanic. I think racial and gear skill lines should be visible immediately. Guild related, Vampire, and WW should not be visible until applicable. Basically I think they should have left it the way it was.

it was mentioned in the patch notes , discussed on the forums & therefore considered adequatley publicised - of course in reality nobody knoew, just like nobody knew when a taunt was added to an ice staff heavy attack....

Seriously? We are talking level 5, not level 50. You will get that almost immediately after you start playing. What is so important that you need your racial passives as soon as you start?

You see the racial skills 5 levels later, but you're going to unlock the last passive at around level 45 instead of level 50 so the new curve is more effective. There's no negative consequence of the change unless you refuse to play the game over it.

Also, remember for a moment that Stella needed to learn how to get her groove back. Not all things one is capable of are immediately present. Unless you're whistle-blowing lore and calling people trolls. We all know how that turns out. It's basically the rage-quit starter pack at this point.

On the one hand, it mystifies me how few people bother to even glance at the patch notes whenever a major update comes out.

On the other hand, I look at all the whining on the forum and think how much happier players would be if fewer of them read the patch notes.

I still haven't quite managed to square that particular circle!
