Open a new server that anyone from the world can access. This server has open world PvP and is faction oriented like in early beta when races were restricted to certain factions.
If I am a Redguard and see an Argonian not captured and chained to walls.. I need to capture him and put him to death.

    Exactly, the PvP community simply believes they are larger than what they truly are. On top of that, a lot of people who want this type of environment do not want this for true "pvp" experience. They want it to be able to gank some poor fool who is just out questing, so they can teabag them and upload a video on YouTube for their seven followers.

    Leave PvP where it is and improve it there, where most of is enjoy it. Leave those who want this crap free to sit in stealth in between keeps and continue to gank, killing unsuspecting people, and letting them think they have "skill"

    Hopefully they never spend a penny of resources doing this. I am thinking back to Dark Age of Camelot when they created an open world PvP server (being the closest thing to ESO having PvE and large scale PvP separated). At first the population exploded and they even opened a second open world PvP server.

    Within a couple months the population dwindeled to nothing, servers merged and eventually the population was under 100 at prime time (DAOC is still the only MMO who posted actual numbers of players on a server). It became what it always does, nothing more then gangs of high level players spawn camping low level players)

    We have Cyrodiil, imperial city, and now BGs where you can fight people who actually want to PvP vs ganking PvE players out playing the game

    If that would mean allowing a pve only version of Cyrodiil and IC for the pve players to explore and quest in, why not? The pve only totally separate having nothing to do with the pvp version so there wouldn't be any spying/information about current campaigns available for anyone instance. Because the first rants of outrage about a pve only instance are ostensibly about "spying" and "getting an advantage". What the outrage eventually boils down to is "no pve players to gank " anymore.

    The open world kill everything even your own faction server could exist until the lack of interest from the people who really only want to gank the pve players trying to quest lose interest.

    Of course PvP isn't popular in a game where PvP rarely gets updates. The PvP in this game had such great potential but they never do anything to improve it.

    Will never happen. Mostly because it was not in the games design and Zos seems to not want to create a system to flag for PvP or not.

    Apart from constant PvP-oriented balancing changes, campaign changes, a separate DLC for PvP, dueling, and battlegrounds etc.

    One reason ZOS will never provide a new server for open world PvP is because they know from past experience that any new PvP initiative they introduce based on PvPers' requests is immediately trashed by those PvPers who asked for it in the first place.

    So they made two identical copies of the map on each server - one PvP enabled and one PvE only. Within a few months the PvP maps were almost totally empty. Most people switched over immediately, refused to go back and actively warned new players never to go there unless they wanted to be killed repeatedly.

    In theory it should have still been populated by all the PvPers. Except it turned out the vast majority of them weren't actually interested in PvP - they just wanted to gank people leaving dungeons and loot their corpses because it was "more efficient" than doing the dungeon themselves. Without a supply of easy victims they had no incentive to go to that map either.

    And the few people who did want PvP? They were happier using the arenas in the PvE map where you could organise structured matches.

    Same situation in most games that have PvP servers. The people who "love PvP" and "want to PvP everywhere" don't actually want to fight people on equal terms - they want to gank and/or PK weaker players who don't stand a chance against them. Once they are confronted with other players who actually have the level / skills / gear etc. to kill them, over and over and over again, all of a sudden they're no longer having fun. Hmm, I wonder why? PvP is pretty much only fun when you're winning. Sure, some of them will try to convince you that you need to just keep PvPing until you get better at it - you know, it's just a L2P issue, losing is part of the fun, it makes you better! So then you get better and you go back and you're finally able to kill them... now all of a sudden you're a hacker, there is no way you could have beat them, wah wah wah. It's not fun for them anymore because they lost, and they ragequit. You're obviously cheating, they never lose, it must have been lag, or something. So much for the "fun" of trying to "git gud". Nobody enjoys losing. They enjoy dominating other people and teabagging them and making jokes about their mothers. I'm sure this behavior is perfectly healthy and not antisocial at all. Yet for some reason, it just doesn't appeal to me.
