If PVP was popular, servers wouldn't keep disappearing from Cyrodiil. So what is the point ?

Exactly, the PvP community simply believes they are larger than what they truly are. On top of that, a lot of people who want this type of environment do not want this for true "pvp" experience. They want it to be able to gank some poor fool who is just out questing, so they can teabag them and upload a video on YouTube for their seven followers.
Leave PvP where it is and improve it there, where most of is enjoy it. Leave those who want this crap free to sit in stealth in between keeps and continue to gank, killing unsuspecting people, and letting them think they have "skill"

What are you talking about? Most all of ZOS's updates are centered around and focused on PvP.

The same thing happened with Ultima Online, except it was the other way around. At launch the whole game was free-for-all PvP enabled (even in towns, but then the guards would kill you).
Not long after they realised people weren't quite as nice as they'd imagined and "because it's wrong" wasn't enough of a reason to stop rampant PKers and a lot of people were getting frustrated with being unable to do anything without being attacked.
So they made two identical copies of the map on each server - one PvP enabled and one PvE only. Within a few months the PvP maps were almost totally empty. Most people switched over immediately, refused to go back and actively warned new players never to go there unless they wanted to be killed repeatedly.
In theory it should have still been populated by all the PvPers. Except it turned out the vast majority of them weren't actually interested in PvP - they just wanted to gank people leaving dungeons and loot their corpses because it was "more efficient" than doing the dungeon themselves. Without a supply of easy victims they had no incentive to go to that map either.
And the few people who did want PvP? They were happier using the arenas in the PvE map where you could organise structured matches.
vote for open pvp instead of new server, open pvp is good for everyone - we cleanse servers from boters and cheaters
