If you've reached the end of the Hall of Heroes there are no Cadwell quests left in Bangkorai anyway; using Destinations neither answers the question the OP asked, nor explains the situation they're in. He did most of DC upto the point where Vanus galerion snagged him. Vanus will give you that quest even if you haven't finished your main alliance quest now at level 45 regardless. Now, the quest system in game - you will probably notice that there are multiple places where you can find a particular NPC across a zone, where you left them after finishing the quest. It doesn't mean they stay there.
The end of a quest is a "freeze frame" moment. So, although you last see him there, and if you go back, he will still be there, that moment in time for the area is frozen. Everytime you go back, you are going back to the moment in time when you finished the quest.
What ZOS could do, to emphasise this, is make the screen go black and white, and all characters actually freeze for a few seconds, maybe even make it sound like a photo is being taken when it comes up with the "completed<quest hub here>" bit.
On that note, you can also do most of it that way if you want. Play through the Covenant quest line, get the message to talk to Vanus, and then invade Coldharbour. Wonder if you could help me with this, I started again do you know if I can skip all the Herborage crap and just do the high kings quest line till it sends me to cold harbour and complete it that way?

I'm not sure if Emeric sticks around in Bangkorai after all of the quests are done (since as someone mentioned, you often find NPCs just hanging out in random spots - like how Darien is still chilling in both Shinji's Scarp and the Evermore castle), but if it eases your mind to find Emeric and Maraya in Wayrest, they should be there.
