Erm. You're not supposed to gain ulti out of combat, they've removed that. Mudballs giving it was, while funny, a cheesy and unneeded exploit that had been left alone way too long as it is. Want your ulti for the tough boss? Save it for the boss then, easy solution right there

Wow, I never considered not using my ult just before a boss fight. I guess I should also consider not wiping to the same boss with my group, otherwise my ult may not be up at the start of the fight. That would solve all my problems without requiring me to leverage any exploits!

As far as not gaining ult out of combat... why not? In pvp, I can stop and light attack a guard or random wolf in the wilds to build my ult. In the grand scheme of cyrodill, that hardly counts as combat, yet it gives me an advantage against a player that has not done that.
Mudballs serve a similar purpose in pve raids (and the memento can't be used in pvp). As far as exploits go, this is hardly game breaking.

Just use Spell Symmetry and let your favourite Templar give you some ultimate.

It's an unintended exploit and they were right to remove it.

Really? ZOS is like a giant child. This is something I picture a fat IT guy in a basement with Cheetos running down his face gets annoyed about instead of the real problems with this game. Unbelievable!!!!

I swear, you seem rather hung up on this being an exploit and therefore should automatically be removed from the game without discussion.
Did you know that the AoE on every tick of the lightning heavy attack was also considered a bug by ZoS? That means anyone heavy attacking with a lightning staff was using an exploit IN COMBAT to gain extra free damage in AoE situations. The community discussed it, ZOS actually listened to the arguments, and actually left the AoE lightning channel alone.
So don't sit there on your high horse using your blanket "exploit are bad and all need to be removed" platform. Some exploits actually provide an unfair advantage like thousands of tempering alloys, or vMoL skins without needing to fight anything, or permanent Major Evasion, wearing multiple extra set effects, etc.
Mudballs are useful without giving a game breaking advantage over other players, so I think it is worth a reevaluation.
