Is that a overland set or dungeon only (I don't like PvE and never do pledges or things like that). Can you buy it from guild traders?
I run only my stamblade in pvp...just like being an assassin.
Your second set is pretty optional, and really it's about what keeps you alive more than what the max meta build is. But you're correct that your impreg isn't bringing much to the table...especially when you learn to avoid damage all together. When a good stamblade is in trouble, either they burst murder their opponent, escape successfully, or die...which usually means 4+ people are bearing down on you, in which case even Sheogorath's jock strap set won't help you.
Others are right, bone pirate is a decent set that brings raw power (for simplicity sake, I think of the 4000 max stam as roughly equivalent to 400 weapon damage). Clever alchemist also brings power...I find the potion element kind of annoying myself.
I personally like my briarhearts, which performs way better for me than alchemist. I get way more up time with the buff, so much that the overall dps is higher. And the heals can really add up in a tricky situation, especially with something like caltrops. And honestly, good ole Hundings Rage performs fine. It's not the very very best set, but because you can craft it you have versatility with armor weight, traits, which pieces, etc. Hundings brings some crit to the table. This might be an area where your setup is weak...a good number to shoot for on a stamblade is 60% crit chance on your attack bar. When my builds are under 60 I try to bring crit in on the bar, but if I can't then I get it from my set.
For Mundas, I don't like serpant in pvp. It's great for pve...in pvp it's a marginal increase that doesn't speed thing up much. I like the shadow. If you go for two pure damage max stam sets like spriggan/bone pirate, the thief can be good.
For race, Khajiit and wood elf are probably the two closest in stats of any two races. I don't think you're going to get much performance from a switch. The Khajiit gets more health recover compared to stam recover for bosmer...with the new cp system you get more for your CPs and these even out a bit, with bosmer edging ahead a bit because stam recovery is better. The Khajiit crit beats the bosmers max stam, but this is where sets can come in to bring them closer. A bosmer might be more interested in a set w two weapon crit buffs like hundings, where a Khajiit might lean toward the max stam sets.
