It's been some time, so I could be wrong...But after you walk out of the castle, there should be a quest indicator over by the gallows(they are dismantling them iirc). Talk to the guy there and he should send you to the Rivenspire gate.
There should be a quest that sends you to other alliance capitals and then a council on an island. You don't actually have to complete any harborage quests to get it. Check the quest messages across Tamriel on wiki.

Done that months ago, I'm talking about the Daggerfall main quest that bit your on about is the build up to cold harbour iirc.

Yes, the build up to Coldharbour is what happens after you're finished the alliance's main story. If you already did it, then you already did it. You're done, it's over.

Wait for Vanus Galerion to arrive, to start you on the run-up quests, that take you to the island of Stirk.
If you have completed the the Main Quest, "Council of the Five Companions", then Galerion normally pops up (in a puff of smoke) when your character is in an appropriate place and directs you to the Mages' Guild.

Thanks for clearing that up was bugging me for a few days.That actually is the "end" of that questline. If you've completed everything in this list then you have finished everything that the game considers part of the "Daggerfall Covenant story". Emeric's dialogue there is written based on the assumption that you haven't invaded Coldharbour yet, and your "urgent appointment" is to meet with Vanus Galerion to get that started. If you've already done that, then of course this doesn't apply to you.
The "Hero of the Daggerfall Covenant" achievement meanwhile is not actually directly connected to the storyline. For that, you have to complete almost all quests in the Daggerfall Covenant zones, that's both storyline quests and side quests, to first earn Glenumbra Adventurer, Stormhaven Adventurer, Rivenspire Adventurer, Alik'r Adventurer, and Bangkorai Adventurer (details here).
The achievements that you should get immediately for completing the Hall of Heroes are High King Emeric's Savior (for completing that quest) and End of Empire (for completing the Bangkorai storyline).
That may be useful to find what Cadwell quests have been missed, but that wasn't the question. If you've reached the end of the Hall of Heroes there are no Cadwell quests left in Bangkorai anyway; using Destinations neither answers the question the OP asked, nor explains the situation they're in.
