Is that because you are short of memory, or because you leave the launcher open while you are playing? Because I am on PC (and launch the game direct from the 64 bit exe) and don't have that experience, so it is by no means universal
PC/NA & don't go to Cyrodil - Don't get many crash's. Maybe one a day if I'm extremely unlucky, but can go days between crash's.
Crash's do happen, but seems infrequently, and there's nothing specific to pinpoint about it - ie they don't happen at same time, day, map, activity, etc.
PC specs: AMD R9 270x 4GB Vram, 16 GB ram, Win10 64-bit OS, Intel i6600K @ 4.5.
I launch the game via eso64.exe and not the launcher - launcher only ever gets used to update the game when patch's get released, otherwise it's never open.
@redshirt_49 Question, do you have addons installed? If so, have you tried disabling all of them and keeping an eye on the memory? It could be possible that for whatever reason an addon could be causing the memory to be gobbled up. (I admit I don't know, just trying to suggest something to look at if you haven't tried this already).
