Yes, that would be considerably friendlier to new players. But why should Battlegrounds be friendly to new players? I suppose that it might be better for ZOS if they were -- fewer newbies getting discouraged by losing might lead to more new players sticking around -- but I have nothing against learning curves.
It's good that new players won't be disadvantaged by being put up against max-level players with max-level gear in BGs anymore. But it's a bad idea to try to keep them from being disadvantaged solely by their lack of experience -- lack of experience ought to be a disadvantage.
Lack of experience ought to be a disadvantage, on the other hand games, sports, etc that are actually successful (as opposed to the failed joke that PvP largely is in MMORPGs) for the most part don't place massively experienced participants up against newbies, or even place not so good experienced participants against very good experienced participants, because it frankly isn't fun for anyone who isn't a scrubcake, which is why they have things like leagues, ranking, systems, etc to try and avoid that.
