No Friends in Friends List For Almost a Year

I have been pestering support for some time now, attempting to find a fix for my lack of friends in ESO Xbox One version on US server. My friends list from Xbox One has not been, and still will not sync with ESO. Their final suggestion was to complain here... Here are some of the things suggested by either ZOS support or Xbox support that I have tried to get my friend's list to populate:
Turning it off and on again...
Waiting... (I've been waiting for almost a year for the list to repopulate)
Clearing Game Data
Clearing Xbox Cache
Removing & adding my profile from Xbox back
Resetting MAC address
Deleting my Xbox Friends and adding them through ESO
Adding people who were not my friends previously through ESO
There are possibly other methods I have tried, however these are the ones I can recall at the moment. Am I the only one with this persistent issue? Has anyone found a fix for this that actually works? I would love to be able to use my friends' crafting tables and mannequins at their homes, however apparently I do not have any friends.

✭When they say wait they mean wait 2-5 mins on your friends list page in game. Works for me. Annoying finding people but get your friends into a guild and it won't be a problem because guild lists spawn straight awayPUG Life - the true test of your skill
18 characters, 17 max level, at least 1 Stam and 1 Mag of every class, 1 of every race and 1200+ CP
Tanked to Undaunted 9+ Mag and Stam of every class using Group Finder for 90+% of the Vet Dungeon runs0 -
