Idea for this year's Halloween Event

A thread I read about what events people would like to see again inspired this idea so I wanted to post it just incase.
Aside from the Witches Festival for Halloween this year, could ZOS make 1 region at random, that doesn't require DLC to visit a PvP zone? The event could be called 'The Daggerfall Massacre' or something for example.
Instead of earning AP perhaps you could implement a ''Blood Tally'' system that allows us to use our kills to cash in on unique prizes from a special NPC in the main settlement in the area, it would also be good because then we'd know if we kill an enemy player (We should have some notification when we kill a player anyway). Prizes could include psychopath costumes or masks, a butchers knife novelty weapon, new ''Covered in Blood Splatters'' skin, new mementos, accessories etc, perhaps a new Halloween armour set that will help only during Halloween Massacres so that way people would keep hold of it for next year.
No siege weapons allowed. Perhaps allow some of the alliance war passives to work. Personally i'd say make it NON-CP but I wouldn't mind either way.

KeiruNicrom✭✭✭✭✭Turning one zone into a pvp zone would be annoying if you need to be there for a pve reason. And new players in that zone would be upset when they get ganked. There needs to be a way to opt in and out. Like a pvp instance of the zone
Id prefer an opt-in ESO wide open pvp event. If you use the momento from the event you transform into one of a couple forms for an hour. Other players in your form are allies, other forms are enemies. You have damage boost against certain forms and take more damage from other forms. If you wanna be on the same side as a friend you have to use their momento.0
