"Balance" in PvE is pointless really since the classes don't up against each other face to face. Though I guess having stamina and magicka being on an even field for end game content would be balance.
"Balance" in PvP on the other hand is something that will never make people happy. Every setup for every class needs to have counter play but a lot of people don't like it when they have a strong set up only to be beat by something that counters it.

IMHO, balance should mean that you have roughly the same amount to survive an encounter with the same or different class - knowledge of your skills should make you be on an equal footing but USE of your skills is the high water mark.
Also, if one class has a devastating attack, others should also OR have a an equally powerful skill that PROTECTS.
Overall, after spending an undefined amount of time on a character, you should be able to think, "I can take on class X, Y, or Z with my W class" and not feel disadvasntaged by your skills. The only disadvantage you should have is your lack of knowledge and application of those skills - things that can be learned over time, unlike broken game/class/skill mechanics.

Balance is the condition where a 630-CP player can 1vX players with 400 fewer CPs who are just leveling their alliance skills.
Any obstacle to that - siege weapons, poisons, proc sets, the removal of CPs - is called "imbalance", and generally leads to an uproar and calls for N3RFS by a very loud minority.
