As you mention DPS I think you mean PvE, but nevertheless here for both:
For PvP:
Bosmer (especially for ganking), Imperial (more health for more open PvP and tanky builds)
For PvE:
Khajiit (more crit -> more dps), Redguard (more sustain), Bosmer (the stamina reg, the smaller bonus to stamina max and the resists aren't that bad for PvE too).

Wood Elf and Khajiit are the only races with stealth passives. Very good for Stamina NB.

This is the best answer you will find. In PVE, a khajiit can inch out a touch more DPS than redguard, but redguard is going to sustain way better. In PVP, Bosmer has a touch better sustain, but redguard will hit way harder.
Redguard is the best all around stamina race. Anyone that says differently either doesnt understand mechanics or thinks that Khajiits are always the best for everything (there are quite a few of them running around, haha). You can make situational arguments for other races at times, but redguard is never worse than 2nd place. When in doubt for stamina, go redguard.
I would go either Redguard, Khajiit, or Imperial for a Stamblade. Redguard as said above are the kings of max stam plus regeneration. You can run 2 stat food with them to be at a much better health pool for end game content and more stamina for some extra damage.
Khajiit offers better raw damage but has less sustain than Redguard does, you may find yourself having to run Dubious Throne drink to sustain which will drop your health and stamina and likely you will have to put some attributes into health if you plan to do end game trials.
Imperial I think are really interesting this update. With Dubious throne drink you still will be at a nice HP pool without having to really swap any attribute points out of stamina. They still get the 10% max stamina like the Redguard. And lastly you still get Red Diamond passive for whatever that's worth to you (needs buffed)
Really any race that has stam in the passives. I've also seen Argonian stamblades, since the potion passive pairs really nicely with the NB's passive. Also if you're under 38,500 stam, you get about 5k extra stam with a pot if you're an Argonian.
