The quest tracking icon in the compass sometimes say "above" or "below". I can't figure out how to go "up" or "down" to get to the questgiver. Any suggestions?

It just means that the questgiver is on a different level to you currently, maybe only slightly. So carry on going in that general direction (allowing that you may have to go round stuff), and it may just mean going up or down a slope/stairs en route to get there.

In some (most) cases it means "behind a door".

It means there elevation is either above or below your elevation (ie. they may be on the second floor of a building while you are on the ground floor, etc...).

There is a specific icon if they are behind a door. And above or below just means relative to where you are they are either above or below you, since the ESO terrain is not all level. Example: You are on a mountain, said quest is in the valley, it will say (below).

Quite a few "belows" are located inside buildings, because the actual interiors of buildings are positioned underground.

This kind of screwed me up when I was in Elden Root. The compass kept saying "below", and I couldn't find any way to get any lower to where I was. Then I found a delve, and I thought I found it, but a bunch of kills of bad guys later, I realized that wasn't it either. Turns out, it was ABOVE, not below, and I had to get to the location by going through a door in the back of the area.

    Really confusing.
    Clueless, but willing to learn.

Oh, sry for confusion. It has a door icon if it is an active quest. It shows a black glowie marker with above/below when its a new quest behind a door.

I think it's a problem with how they handle interior spaces, but don't quote me on it. I recall that back when walls would occasionally take a long time to load, you could see the rest of the map from the interior of buildings, and all the building spaces seemed to be literally underneath the map. So if you see "below" and just can't figure out where the heck they mean, try using some doors and going in some buildings, it's probably there.

He means a quest giver. For instance in Davons Watch if you are close to the Mages guild you can see 3 silhouette quest givers seemingly inside the building and it says above yet they are all inside the building. There is no special icon for quest givers.
