Why is Skar in Ald'Ruhn not accessible?

I was wondering why Skar in AR is not accessible. I have done almost all quests but i cant seem to recall me ever going in there. The door is intractable though. Does it require you to do the 30 dailies for the ashlanders?

    I seem to remember that you go in there once as part of the main zone quest, but that's all.

    In this time period it's used as the Ashlander Council chamber. You can go in there when you have business with the Ashlander Council, but not otherwise.
    This is during the Main Quest when you have to denounce Chodala's claim to the title of Nerevarine.

    That might fit the lore side of things, but you should at least be able to lockpick your way inside.

    Having such a iconic landmark closed off (except for one tiny part of the Main Quest) seems like lackadaisical design.

    The same can be said about other landmarks in Morrowind. You can't get inside and there are no related quests.

    Holamayan Monastery and Azura's Shrine immediately come to mind ... as well as the whole of the Sheogorad islands.
