(PC NA) Game almost unplayable today - constant 999+ lag spikes (Sunday, July 2)

I asked in guild and zone chat and we all seem to be getting it - even in solo instances. Latency spikes to 999+ repeatedly, rubber banding, disconnects even kicked from a dungeon for sending too many messages which was just me hitting ability keys that weren't registering and then, I pressume, registered all at once, during the last boss fight in ICP.
I've tried leaving and coming back several times and it continues the same.
