Maybe they decided to add value to the ESO+ Sub by eliminating crown sales. Who knows.
Based on some of the threads it doesn't sound like they're having any trouble getting people to pay full price, though.

The DLC price is appropriate. If 4 DLC a year (which is no more) it should cost over $100 in total to buy all when each launches.
For the crown store items it's pretty much vanity. How vane is someone? I do not think Zos intended that everyone would buy a manor. However they did intend the large homes to be gold sinks for those that had it (some players can afford to buy all homes several times over) and Zos clearly intended that some would be vain enough to use crowns for the homes.
Considering most of these items are pure vanity (some is service) I'm not very worried about it.
To the OP. Zos will do a sale when they are ready to do one. They've not followed any schedule. I wouldn't expect a crown sale in the next few weeks. They'll want to milk the cave good. (No, I'm not buying the cave)

So maybe at the end of this month, start of April, the may be one. Honestly with the road they're heading F2P only seems logical; the way things are priced surely matches most F2P games such as neverwinter (at-least they have some good content that makes it less boring to play).

You're right, I checked again and it was actually in mid Nov during the free play week. There have been three other crown store sales on NA PC, early August 2016 after the dungeon pack DLC, early March a year ago during the Thieves guild launch, and Black Friday 2015.
Maybe they'll do something during the anniversary this year, (possibly June for consoles), or when Morrowind or the next DLC after it drops. Honestly though, I'm not expecting anything before next November and saving accordingly.

Regardless of assumptions, their intent is set based upon a pay gate.
-chapter (at least $39-$59)
-DLC (at least $25 to $40)
-ESO Plus $15/m (Xbox has no discounts on this)
-Cost including all dlc is $70-$100/year
-Collection access and some months sub to ESO Plus is $150+ /year
-ESO Plus annually and chapters with occasional cosmetic purchases $200/year
If I'm honest with myself, this game has yet to offer what is consider $100 worth of value per year. I'd rather spend that on another new console game with a season pass and enjoy one up front cost that include all necessary updates and convenience items.
This is costing by model more than WoW per year (using that as the last game I played and paid for over multiple years in this genre)
For other non-genre at most, I've spent $100 for one game over a 3 year period.

If it were not for the Morrowind announcement I'd agree. I believe it's just a big money grab as much as they can before offloading this to another model or Dev team in 2019 or sooner

If it was to go F2P it would need to drop the DLC price tag and give it for free. Theyd need to do something for ESO+ Subscribers but that can be easily handled by a Early Access sort of thing. How theyd handle Consoles with that is a whole other beast in of itself.
