Their leaders work together on regular basis to deal with all the problems of all races within the alliance. When the Bosmers have problems, you see Queen Aryenn and the Mane in Valenwood. When the Khajiits have problems, you see Queen Aryenn and the Silvenar in Reaper's March, right in the front line of a Daedric invasion. The High Elves even saved the Khajiits from Knahaten Flu.

So, no, Altmers are not subjecting other races in ESO.
You remember when the Bretons have problems? The Redguard almost even went to war against the Bretons, because of reasons. And when the Orcs have problems? They refuse to let any Breton and Redguard army in and rather deal with them themselves because of the fear of backstabbing.
Leaders of the Pact don't even talk to each other. It doesn't seem like the Tribunal gives any flying **** about Jorunn, they send diplomatic missionaries to deal with Pact's business. House Dres and House Telvanni don't even care to join the Pact.
And when the Veiled Heritance march in Auridon with their Daedric allies the Altmer... don't get the Mane or the Silvenar.
Remember the Khajiits wanting an embassy in Elden Root? Completed that quest over a year ago and there's still no sign of an embassy.
For a strong and stable alliance you sure need to hold their Queen's hand a lot. I get you have to do it to a certain degree with the other two leaders but at least (for the most part anyway) they can stand on their own two feet. It's a wonder why Razum-dar doesn't become jealous of you, especially considering he's her pet.
Don't get the Silvenar in Auridon because the Silvenar was dead at that time. We don't get a new Silvenar until much later in the storyline.
The Khajiit embassy? It's not possible to build a building in this game, you see, time doesn't flow, they start building it after the quest, but they will never finish it, just like how they start rebuilding destroyed towns and they will never finish rebuilding them, destroyed towns remain destroyed forever.
Holding the Queen's hand a lot? By helping her to destroy the Veiled Heritance and take back the Staff of Magnus? I don't think it's anywhere close to hand-holding. Have you done the DC questline? You basically help Emeric with his sleeping schedule.
No, he was just desperately after a dream amulet but they weren't a thing back in the second era.
Silvenar died? Fair play to you. A shame it doesn't explain why the Mane wasn't about.
Destroyed towns stayed destroyed for ever, true. However, I've been to Cyrodiil mate and those keeps don't have busted walls and gates forever, do they?

And just read what 9th era spaceship wrote on her "LetsGoToWarUNoobs" pamphlet. She is talking about races of other alliances as mentally challenged folk, comparing them to kids. And if she sees Dunmer that way, do you think she has better opinion of a group of tribal cannibals that live inside trees? Or if she sees a race way older than altmers (yes, I am speaking of Saxhleel) as something beneath her, do you think she sees Khajiit folk as her equals? Rubbish.
Pact has its issues and was formed to stop Akaviri invasion. All who played EP quests see that there is a new attack on lands and nations of the Pact, driven by filthy breton merchant and cannibals who came to Shadowfen to eat Saxhleel children, while their so called queen speaks of just and noble cause. To Oblivion with both AD and DC!

The incident in Shadowfen was led by a rogue group, it was supposed to be a simple scouting invasion, the Queen surely didn't know about the Alchemist's plan, because as you see, she has a pure heart, she wouldn't let him exterminating a race. Don't forget that she took in a lot of Argonian refugees, because the Pact actually treats Argonians like ****, so she actually cares about the well-being of other races.

About "incident" in Shadowfen, please read "For eyes of Queen only" and similar documents you encounter in Shadowfen. They are informing AD of their exploits on daily basis, and if for any reason 9th era spaceship has no clue her own forces are comiting holocaust on other race and eating children, then she sure is not only naive but also blind, deaf and completely clueless. Also, I did quest with that numerous Saxhleel refugees. No matter what you do, you end up killing half of the village. Only real choice you have is to lie to the Thalmor so the do not erradicate the surviving few of what they see as lesser race.
Khajiit are only thing in AD that is not disgusting to me. Same is with Orsimer in DC. Orsimer and Khajiit should join the Pact, and AD could have bretons in excange. Altmer ancestors used to keep them as slaves, anyways.

Can make moons reappear (and allegedly disappear too) and can thwart multiple invasions by a race of elves with serpent and weather controlling magic, yet a Dwemer Centurion on steroids and an army of Ayleid slave descendents are too much for the almighty Altmer to handle.
