Okay so before anyone picks, let's remember one thing...
These guys are chimer, they stole the power of Shor (Lorkhan) to "protect morrowind" in the 1st era. Azura being the daedric godess of chimer chose to punish the race for their actions hence the dark elfs. After having "protected morrowind" with Shor's stolen power they chose to take control of morrowind and establish a state religion where they are "gods". Without spoiling morrowind or TES 3 morrowind I'll just say this... I believe the 3 false gods should of gave back their power or at the very least killed themselves. I mean when Tiber Septim came and took control of Morrowind they didn't seem to be much of an opposition.. If you look at the history of Morrowind, the three gods have been more counter productive than they have been productive. They stole the power of an aedra then became so corrupt with power as mortals they chose to turn Morrowind into NK...
Almalexia is a hysterical authoritarian
Vivec is grossly incompetent.
Sothas Sil only cares about his stupid dwemer city and playing with magic. (But is by far the least corrupt of the 3 false gods)
So my answer is pretty clear, NONE. Now with all this said, I'm wondering if anyone gots any good reasons why either of the false gods should be favored.

Mortals cannot rule forever... As we know (no spoilers) power ultimately corrupts mortals and causes them to make rash decisions. She nor any of the 3 false gods had any right to subject morrowind to their tyranny...

✭VivecI don't care whether they were originally gods, what matters is what they do with the power now. Vivec makes an effort to directly help his people and churns out writings about philosophy and metaphysics. Wasn't he the first one to start talking broadly about mantling and CHIM? To me, that counts for something.

Everyone is born evil and weak, as a follower of almalexia I must differ in that horrible look on mortal life.
What is this tyranny, a tyranny where people feel safe they have a place they call home, full bellies every night. Protected day and night.

Vivec is most of the time a "good" warrior, who nearly incarnate the Dunmer's version of chivalry. But he was and still is the anticipation of Mephala and sometime act as it. He was also being corrupted by the heart's power.
At the end, he take back his honor by sacrifying itself in order to help his people. Even more, he helps them to return to the original dunmer religion with the new tribunal. These points and some other earn some respect from me.
Sotha Sil on the other hand is extremely interesting. As a scientist who love to understand and study nearly everything I can put my hands on, I can understand some of his action. He also lives isolated from nearly everyone, and doesn't hurt anybody (except of course when he took the power of the heart). Or at least that was what we know from TES3 and TESO:Morrowind, but the Clockwork City dlc will probably give us far more informations. Can't wait.
And do remember it was him who has done the pact with the eight great daedra, preventing them from directly attacking Nirn, saving a lot of innocent people (what Molag Bal would have done if it was able to attack Nirn by itself).
Almalexia, on the other hand… well, with the same base crime as the rest of the Tribunal, she is also megalomaniac and extremely selfish. In TESO she is already crazy, and it's even worse in TES3:Tribunal. Clearly, if I would have the choice of killing her or not in TES3, I'ld have do it without hesitation even with my most non-violents rp characters.
And finally, Azura… let's be honest, she is as selfish as Almalexia and nearly all daedric princes. She is not corrupted (unlike the Tribunal) but she don't hesitate to sacrifice her servants if she need to. Also, when the Tribunal took the heart, she hasn't punish them (okay, they're became as powerful as her, so she wasn't able to do) but all dunmers, including the innocents and those who still worshipper her. Once again, she acts selfishly, even if her will is often good for the dunmer people.2 -
