Imperial city set weapons?

I wanted to try the phoenix set on my templar but need a resto. Is the only way to get it through the "tel var equipment lockbox merchant"? And if that is the case, I assume there is a random chance it will drop any set piece which means it could take me forever. Am I right?
Why did the Dunmer cross the road?
Apparently to get stuck in an eternal load screen!

    Was some time ago I was there, and I still have set there I bought straight up from merchant, but I have not bought that set. But you should be able to. You checked every merchant?

    Seems like you can only buy armor slots directly, but I need a resto for my back bar.

    You have to play RNG with the 3k stone boxes to get the weapons

    not to thread jack, but, could someone inform me if the gold jewelry coffers that can be purchased with tel var provides bound jewelry? I don't pvp much but also want to try out the phoenix set. I saw a merchant down there with all the other vendors selling gold jewelry coffers, as I have a LONG way to go to get 100k stones(I think that was the price) I was curious if say a pvper in my guild bought it and got the jewelry for me, can they sell it to me OR is it bound when you open it? Thanks for any info.

    Pretty sure its tradeable/bind on equip.
