My first log in attempt failed through steam, but the second did succeed. Perhaps try a few times.

I don't think it's just steam, the game has just been running like crap. I can log in but it's 999+ ping and three seconds of delay on every action I do. It's been that way for the last few days, and sporadic high ping ever since Morrowind release.

i was just now having issues but due to my stubbornness i just kept spamming "log in" and i finally let me log in, not that this helps you but just throwing in my experiance

There is a Twitter page labeled SteamStatus and it mentions server issues from time to time.
