Rewards from Pledges and the ZOS

This is my second topic here on the theme. The nonsense that is, in 90% of cases, of the daily pledges, after complete, appear some repeated item like validreth and Molag soulders.
When this does not occur, the 'luck' of taking something 'prosperous' or 'training' from difficult veteran dungeons like WGT, RoM, ICP.
It's completely out of control, in the vast majority of cases, from DGs completed, to see something repeated.
How is this done, what is the percentage of taking repeated things, why is this so?
I hope to read ZOS answers.

✭✭✭It sounds like you're opening dlc dungeons chest. This can only drop Kena, Velidreth, Warden and Chudan shoulders so you would have a really high chance of getting Kena/Veli since it's only 4 options total.
That aside, yeah ZOS loves their training and prosperous loot.2 -
